Port Captain's Report - April 2024

Nice to see a few boats emerging from their winter hibernation and in the water already... flowers blooming, pollen counts skyrocketing, it must be Spring!

We expect that the center parking island will start clearing out as things warm up and the lake beckons us all back out on the water, but do please keep an eye on the calendar and remember that all boats must be in their “proper summer storage” assigned locations by May 15th. This applies to all moorage, no creative parking please as this makes the Port Captain very cranky and nobody wants that.

If you have wet moorage and are keeping your empty boat trailer in Row J over the summer, please make sure your name and OR registration number are clearly marked on the trailer tongue. If you want empty boat trailer storage and haven't already done so you will need to submit a moorage request for that. Parking in Row J is “festival seating”, i.e. you can park in any available space, but we do assign location numbers (i.e. ticket numbers) for each trailer for billing purposes and to keep from overbooking the row. We will have overflow parking available in the field next door after the farmer cuts, bales, and picks up his hay but the date for that is not certain.

Speaking of billing, you should be receiving your summer billing statement shortly if you haven't already. With the 2024 Moorage confirmation emails we sent out and the Existing Moorage list on the Member Moorage page of the EYC website, everyone should already know exactly what moorage fees to expect, but please direct any moorage related questions to the Port Captain, not to our bookkeeper Larisa. 

The Port Captain Committee (PCC), with the help of others, has pulled together our best archeological abilities to excavate the ancient pavers that used to mark the dry-moorage locations in rows A, B, C, D, E.   Some of these markers were buried several inches underground, but they are now again on the surface and painted with bright orange paint for visibility.  We have also painted white paint lines on the grass in area A to indicate the boundaries of each boat's storage location, as well.  The width of all storage locations in rows A-E is nine feet, so please stay within the lines and try not to infringe on your neighbor's space. 
 
Sailors are beginning to come out of Winter hibernation, the lake is just about full, boats are starting to appear on the grass and in the water at the club.  So, when you're getting your boat ready to go, please heed thee markers and lines to assure your boat is parked properly, and more importantly, is in the correct space assigned to you!  If you don't know where your boat is supposed to be, that information can be found on the list of dry and wet-moorage assignments which is on the bulletin board in the bathroom breezeway.  As always, contact the PCC if you have questions or issues with your assigned space (eyc+portcaptain@eugeneyachtclub.org) .
 
And lastly,  thanks to Gary Powell and his crew for shoring-up our deteriorating small boat racks and lockers near the lake.  He said the repair group had to remove all items from the racks and lockers to fix the "leaning-racks of EYC" but they are once again upright and perpendicular to the ground!  Gary asks that those using these facilities double-check that boats in racks match the items in the lockers, just in case something was not put back where it belonged.  The list of assigned small-boat rack locations is also on the bulletin board near the bathrooms.

Hope you all enjoyed the glorious sunshine and 70 degree temps as this was being written, spring is almost here and we can't wait to get back out on the water!  It's also just really nice to be able to work on our boats again without losing all feeling in our fingers.

We have pretty much wrapped up the moorage renewals for this year, summer billing will go out later this month.  Thanks to everyone who responded in a timely manner to our emails showing your existing moorage and requesting confirmation.  We have automated this process now and we hope that this method of getting positive confirmations proves to be efficient and effective in the future.  As Gordon had done in the past, for those of you who were billed for winter storage and did not respond to the reminder email that went out 2/1, we made the leap of faith (more of a short hop, really) that keeping your boat on the grounds over the winter was a pretty good indication that you intended to keep your existing moorage for the summer.  But just to be sure, we sent out another email on 3/1 showing your existing moorage again to let you know what would be billed unless we heard from you otherwise by 3/15.  We've not had anybody in this group respond saying that they did not want to renew their summer moorage, but please do let us know right away if that is the case so we don't waste our busy bookkeeper's time sending out billing that has to be reversed later.  We'll see how well this approach works this year, but we just can't see any value in hounding people about something that seems pretty obvious.  

You can always check your existing moorage at any time by going to the Member Moorage page on the EYC website and clicking on the “VIEW EXISTING MOORAGE” button.  If you need any help finding or using this information, please let us know.  Also, please check your email spam folder and add us (PortCaptainEYC@gmail.com) to your list of approved sender email addresses to ensure that important communications regarding your moorage make it to your inbox.

If you didn't see the Port Commission Note in the March 4th weekly newsletter about the upcoming class in boat rigging and mooring requirements and practices, please take a look at that.  The exact date hasn't been set yet but it will likely be in early April and we encourage everyone to attend.  I've been boating for some 60-odd years now (and some of them were very odd) but as a relatively new member I'm looking forward to this as there is just no substitute for tribal knowledge.

Apart from that, not much else going on.  We still have half a dozen boats/watercraft on the grounds with unknown owners.  We'll be putting bright orange notices on these and posting pictures on the bulletin board in hopes of finding out who they belong to so they can be properly billed like everybody else.

Hope everyone got through the Great Ice Storm of '24 without too much damage. A quick walk around the club grounds looks like most of the boats came through fine, no ice-laden branches falling on any boats that we know of. There were a few boats that looked like they could really use some attention, mostly covers coming off and/or water pooling in them, but that happens every year. We've tried to get in touch with the owners of these with limited success, but if you haven't been out to the club lately to check on your boat it's never a bad idea.

 Thanks to all who have let us know of their moorage plans for this year, we are at about 75% as of this writing with less than a month to go. To make this a little easier, if you hadn't gotten around to doing that yet we sent out a reminder email on 2/1 showing your existing moorage. So if you want to keep all of your moorage the same all you have to do is reply to the email and skip filling out and submitting a form. We'd be interested to know if people find that useful, and if so we may just send those out to everybody next year as we've automated that process now.
 

Lastly, a note on using the moorage map. We get quite a few requests asking to be notified of the availability of moorage in an area or of a certain type, i.e “closer in, deeper water, anywhere on 'x' dock or row, more protected, closer to the hoist”, and so on. While we're happy to help you choose the best available moorage for your boat, we have 180+ members in over 300 moorage spaces of one kind or another. We just don't have the horsepower to manage watchlists or alert folks individually when something opens up that might meet their needs. But you can easily do exactly what we would do in cases like this; look at the moorage map. If you see a space that shows a green icon (available) or a white icon (pending) that would work for you, you can submit a request for that space or ask us for more information about it. New moorage vacancies are also posted in the newsletter that comes out on Mondays. If you are looking for new/better moorage, keeping a sharp eye on the moorage map and the weekly newsletters is your best bet for getting what you need.

Happy New Year!  Can't wait for the return of shorts & t-shirt weather, looking forward to a great year of sailing and seeing you all out on the lake!

If you haven't done so already, please send us your moorage renewals/changes for this year as soon as possible.  While it doesn't take long for us to process these individually, there are hundreds of you boat owners and only two of us, so we do appreciate getting them early.

If you are not familiar with the process, please see the Member Moorage page on the EYC website and let us know if you have any questions.  The online Existing Moorage list and Moorage Map are kept current and accurate (we think, but please let us know if otherwise!), so that you can quickly and easily make your moorage choices for the coming summer season.  Once you submit your requests we will send you an email showing exactly what moorage items will be billed to you, however you can still make changes up to the 15th of March.

Please remember that we must get positive confirmation from you if you want to keep your existing moorage; it does not automatically renew!  We have members who are waiting for moorage, so if we don't hear from you by March 15th your spot will be made available to them.

We are slowly settling into the job of Port Captain, thanks for your patience and understanding as we get our arms around this beast. Now that the winter billing cycle is complete, we turn our focus to getting moorage renewals/requests in from everyone for next summer, plus making sure that all boats/watercraft are registered with the Port Captain (see Ghost Boats below). We continue to have very high occupancy rates for almost all moorage types, but the new 'pending' process for assigning scarce moorage seems to be working well. We will continue to develop our systems and procedures to deliver the best member services we can, and we appreciate your feedback and support in that effort.

NEW TRAILER SPACE AVAILABILITY

Trailer space TR 33, previously held by Mary VanCura, is now available. Interested members in good standing are invited to submit requests to the Port Captain for this space, which you can see on the Moorage Map on the Member Moorage page of the EYC website. This is for the space only, there are no other personal property items included. Requests should be sent via email to PortCaptainEYC@gmail.com not later than Sunday January 7th, please include “TR 33” in the subject line. If you are not familiar with club rules for trailers, please see EYC Club Rules, Section E. Moorage, rules 11 d. regarding minimum usage of trailers, and rules 12 – 20 for all other rules regarding trailers. Please note in particular rule 16.i, Trailer size limitations for space TR 33.

NEW DRY MOORAGE SPACE AVAILABILITY

Per EYC moorage rules, on publication of this notice the Port Captain Committee (PCC) will begin a one week waiting period during which members wishing to move into this space are invited to submit a moorage request. This moorage space now shows a white icon on the EYC Moorage map, indicating it is “pending”. On Tuesday December 26th, the member with the highest seniority who has requested it will be assigned the space (assuming watercraft suitability requirements are met). If no one requests the newly available moorage space before the date above, then the space will be made available on a first-come, first-served basis, and will subsequently show as a green icon on the moorage map.

Requests for moorage can be made by going to the Members area of the EYC web site and selecting the "Manage Your Moorage Here" button; then follow the directions listed there. Contact the PCC at PortCaptainEYC@gmail.com if you have questions or need assistance.

The Port Captain Committee has completed the Fall walk through and census of boats left on the club grounds, so owners of these boats can expect to receive a bill for Winter (off-season) moorage before the end of the year. The new rate (set by the Board) for boats 14 feet or shorter is $110, and for boats over 14 feet is $185. Still a bargain!
Note that several owners did not properly display their Oregon Registration numbers on their trailers, per EYC rules, so in some cases we had to uncover these boats to access those identification numbers. We tried to refasten covers and/or tarps the way we found them, but we can't be sure we did as good a job as you did, so please check your boat coverings if you are one of those who didn't follow the rules!
Note also that we are implementing a new, and hopefully fairer, moorage assignment policy. That policy (explained below) has been approved by the Board and will be in effect starting now. Also, there is no reason to wait, as we are currently accepting requests for “Keep Moorage the Same” for 2024 via the forms on the EYC web site (go to the Members Area, select the “Manage Your Moorage Here” button, and then follow the directions listed). As the EYC sailing season comes to a close, the main subject of interest to the Port Captain is, “which boats will remain on the grounds through the winter months.” You may know that I, in the past, would take pictures of all the boats that I see on the grounds at the end of the year, or the start of the winter billing year in November.

I am stepping down as Port Captain at the end of the month, so that monitoring job will now pass to the new Port Captains, Art Stiers and Murray McLeod. They will be checking for and billing any boats that are on the grounds for winter storage in the first two weeks of November. Check page 29, 2023 MOORAGE FEES, in the by-laws. If your boat is on the grounds when they check, you will be billed FOR THE TOTAL WINTER STORAGE. There will be no prorating after EYC has billed for storage. And remember that the 2024 rates will be posted in the new handbook for 2024.

We would like everyone that will be keeping their boats on the ground to have their name and OR numbers on the trailer as this helps with the checking of boats. Also please do not leave “one-and-a-half” spacing between boats as we have several new members that will be storing boats for the winter, so we will need as much storage space as possible.. When we checked the center island last week there is a lot of wasted space so if you have placed your boat in the island, please go back and check that your do not leave a lot of wasted room between your watercraft and the one next to you.

Also please have the boats in the center island facing west. For those who do not know which way west is, the lake is east.

As mentioned above, this is my last year as Port Captain; it has been fun for 15 years. But all good things must come to an end. As a Senior member my work party hours are not charged, so someone else should benefit from the Port Captain position with its work party hours credit. I hope that everyone will have a fantastic fall/winter and please give both Art and Murray the same consideration that you have shown to me these past 15 years.

As the seasons is coming to a close there are several items that needs your attention.

1. I will be checking and billing any boat that is on the grounds for winter storage in the first two weeks of November. Check page 29 winter storage and page 75 Article V section 4 of the by laws. If your boat is on the grounds when I check you will be billed FOR THE TOTAL WINTER STORAGE. There will be no prorating after billing. And if your boat is on the ground when I do the counts it will be billed. So if I check on Saturday and you remove on Sunday you will be billed for winter storage.

2. If you have not cleanup under your boat please do so - that includes picking up all plastic and metal bottle caps. Cut the grass and cleaning up any weeds that may become a tree over the winter.

3. After the end of the sailing season and you have pulled your boat and are planning to store on the grounds please have all boat that are stored on the island - bow facing west and boat on the back fence bow facing east. Name on trailer (part of the by-law) and I would like the OR

numbers on the trailer. That way I do not have to remove part of your cover to check the OR numbers on the boat. I have the most problem with the cats so if you like the way you cover your boat please have the OR on the tongue of your boat as I may not cover the same way that you do.

And I will remove the cover to find OR numbers, and if it is raining I may not replace. SO WRITE YOUR OR NUMBER ON THE TRAILER.

4. As the year comes to an end the thought of what was wrong with your slip should be address when the water is out. Please remove your spacer boards that cover the dock to slip gap. And secure to your slip they sometimes get removed when the weather is bad. Check the dock

pins/bolts and hairpin clips the attached the slips to the docks. Look at the bars/pins that hold the hinges together. If it is broken or the mounting bolts are coming loose please tell Paul Stephens or myself so we can get it repaired before winter storms blow in. Check the hoops around your boat

for any defects. We will not remove the fingers off of C, D or E dock. I found several pins and through bolts that were not tight. I know that it was a great sailing year but look after your slip as the boat you save may be yours next year.

Here we are in August and the lake is in great shape. As we are entering into the last of the sailing season do not forget to take care to the grounds around your boat and trailer. Look around last weekend and there were several places that the weeds are getting a little tall. So check where you have your trailer stored and be sure that the weed are cleaned up. If the port commission has to mow they will bill you for that action, be proactive and do it yourself or get a bill for mowing.

For the Trailer owner’s, just a reminder make sure that a copies of your keys are with the emergence

keys box that Paul Morrow keeps in his possession. Paul, Ken, and I have finish the walk through and

trailer checking make sure that you have a 10lb Fire extinguisher and working smoke alarm (see page

62 moorage rule 17). We also check for backflow valves, and wastewater drop. Also that moorage

rule 17 is not being violated with extension cord on your deck. Ken did the walk around with Paul and

me, checking that all the trailers had backflow preventers on the water systems. They were also

checking the general conditions of the trailers. They will be creating a report of the Board of their finding

and I believe contacting any owners with issue that were noted.

I am still working on some new moorage issue or request but IF I HAVE MISSED any please contact

me. You can check your moorage on the moorage board at the YotPot, as it will be updated once more

June 22 nd (this is the third printing this year) Also be aware that I will be out checking for current OR

registration on the laser rack as we are receiving request for slip by the water, If you do not have

current OR on your watercraft it will be moved to the new back rack. I am doing this as you are not

using you watercraft and are using a slip of great value (see moorage rule 11:a) So this is the biggest

issue will be the Laser rack as I have several people that would like to have a moorage in the laser

rack. So if you do not wish to lose your laser rack moorage then get current OR numbers. I have had

several people send me scans of the temporary registration and that will work. At this time there are

several watercrafts without current registration in the rack and on the docks. Remember that if you

have wet moorage and do not have current OR number the State Marine Marshals do walk our docks

and check current numbers/stickers. Also for dry moorage watercraft if you have a spot that someone

else would like to have and you do not have Oregon Numbers AND current registration on you

watercraft you may lose your spot. For wet moorage please check you lines and snubbers and do not

use the small one as we have seen several failure of large watercraft with under size snubbers and the

end results is not pretty. When you compare the cost of snubbers to boat repair snubbers are cheap

get good ones please.

As you are using your boat and are moored on the docks, please look at the hoops, and hinges bolts

as we have replaced all the finger hinges with bolts but they and the mounting brackets need to be

check. If it is above your skill level please contact Paul Stephens, or you can email me and I will

forward to Paul.

Also please do not leave your boats in the center island. Last weekend there were several boats.

Please move to ROW J along the fence. This is for car parking and not boat storage as we are into the

sailing season and we have several more regattas this year. I will be doing the walk around for

moorage please have your boats in their correct summer moorage as this makes the job a little easier.

The last item on my list is for travel trailer members, sign in when you are using your trailer and

please read the page 59 – E. MOORAGE RULES section 11 sub-section d.

I have had to sent out two notice of non-compliance.

Memorial Day regattas coming up and I would like to requests for everyone to get their boats out of the center parking area. So if you were not planning to put your boat in the next several weekend would you please move it to the back row along the fence on the west side of the grounds, but as this weekend is going to be in the 80’s it would be a good time to float your boat.

The floating dock no longer have hinge pins and hair clips. All of the floating docks now have through bolts and washers. Also I have received picture of the space between the fingers and main dock section. We have filler boards that fit in that area, but if you did not take care of your finger they may have floated away with winter storms. If they are not stored on the ground then please make new ones. If you do not know how to do that Please contact Paul Stephens or myself and we will tell you how to go about creating a new filler board.

Remember as we move into the summer months to keep the area around your boat clean and cut the grass. This also means the people that have their boatson the back lot. And look at the little bits of trash that may blow into your area. If we all just pick up the little bit then no one has to pick up a lot. And it only takes a second for all of us to pick up one item and throw it away. And please take your empty cans and bottles home or to the recycle next to the clubhouse, as we do not have anyone picking up the empties at this time.

And as always check your OR registration and make sure you are up to date. We have several Lasers and other boats that do not have current registration stickers, or no registration stickers, please check yours. As we have stated in pass news letters we will be making the rounds and checking boats for current OR stickers and if it is not up to date you will be losing that moorage.

And the last thing to address: the travel trailers be sure that the club has a key to your door, that you have an operational 10lb fire extinguisher (see moorage rule 17 page 62 of the new rule book) , and no extension cords on the deck (see moorage rule 17 e. page 62. Trailer committee, Paul Morrow, and I will be doing the inspection of the trailers On May 20 th so please make sure that Paul Morrow has a set of keys for you trailer.

The moorage billing is at the bookkeepers Larisa. The list of names and moorage spot on the Port Capt. Board by the Yot Pot. These are up to date as of the 6th of April. The website is not in my hands but the information has been forward to the persons in charge of posting the information. And I have updated as members are changing, or moving, or adding new boat at a fast lip. I will post a new moorage hard copy at the end of April. So if you would like to move to a spot that you think is open please send a request by the moorage request page on the website and I will post them in my database and contact you if it is open. Also if you talk to me about moorage at the club and I ask you to send me an email about that conversation it will not happen as a permanent record until I receive that email. I do not have my computer and database with me, and the database need to be update before it becomes a permanent record. And if you don’t I may not remember when someone else ask me for that same spot. There again go to the website and make a request for moorage change. And they are sent to my email. If you have moorage billing issue please contact me before Larisa. She is only doing what I ask her to do. But this is for MOORAGE BILLING ISSUE ONLY. For service charges and other issue please read and understand the billing process that are stated in the club manual before contacting Larisa.
Look like we were going to have a one more good water year. The CORP. has open the gate this year and we are a little less then a foot below the curve and about 2.5 feet below full pool. We are more then the last year at this time. With a storm hitting this week until the 10 th things should looking good. Also about your slips on DOCK C we just put the slips back in the correct location. But we need to install the cleats that are on the main dock so if you are a member with moorage on DOCK C you may wish to help with then install of cleats, there are BLUE PAINT MARKS at about the correct location but remember that if you work on them look over the side of the dock and do not try to install a cleat were there are bolts under it. Many thanks to all the people that help with the assembly of the new DOCK C that help Paul and myself, We will not get the power fully installed this year on DOCK C.
Remember Rule 17: At least one 10lb fire extinguisher and smoke detector are required in each trailer. And they are to be in working order. Please note that the rule also states that if not in compliance that the power shall be turned off to that trailer.
Also note that rule 17e: No electrical wiring will be allowed on decks. Extension cords are not permissible for permanent use.
It has been noted by several of the members of the trailer committee that there has been an infringement of this rule. If you have items on your deck, they need to plug directly into a receptacles that is install into our trailer and not into an extension cord.

You have a week or less to get your moorage request in by using the website to select your moorage see below.
They are due by the 19th of March – file now or loss your spot. I have only received about 50% of the moorage request for the current year and with new members they will be happy that you did not request your moorage.
At this writing the fill is four feet behind the fill curve target. For a good water year we need to get about 6” of rain and the Corp to holds the water level. The long range forecast is Two (2) inch Below average for March and average for April, so we may not have full pool this year as average for February is 5.43” and we have received 1.98 inches. But we started off slow for last year so we may get a repeat of last years rain year. Do your best rain dance as March at this writing is at .55 inches.

They are due by the 19th of March – file early and avoid the rush. There are several items that you will need to be aware of:

1) You will need your password to log in (gate code)

2) Step 1 is a google map of the club with the moorage location of all the slips remember that this map is only updated once a year when I submit moorage after the closing of the request period. And after that people ask to move and new members request moorage so it may not be up to date, but the list at the YotPot will be as current as the month that I  printed.

3) Step 2 is the most important form “KEEP MOORAGE THE SAME” this form is use by all who wish to keep their current moorage or to change their moorage. Fill this form and to keep all the same then select the YES radio button OR to change your moorage location by using the comment field to request a new location for one or more moorage selection or Select NO to drop a moorage for this year. Remember if you do this you will lose your moorage location and you need to remove your watercraft off the grounds and if someone request your old slip it will be issued to them.

4) The last form is for new moorage or new boat ownership select the “REQUEST FOR NEW MOORAGE” and fill out the form completely with all the pertinent information, also if you sold then purchased a new watercraft and wish to use your old slip then use this form so I have the new boat OR numbers and in the do you have a moorage location preference list you old moorage and also tell me where or who you sold your old watercraft be it member or non-member so I can flag it correctly.

If to a member please include their name.

But if you did not pay for your wet moorage but only for storage last year you will see that your moorage spot will be row J. If this is the case you will need to complete a moorage request “KEEP MOORAGE THE SAME” and select the Yes radio button then in the note area of the form request where you would like to move your moorage location and if I have any open slip in that area I will issue moorage and will contact you by email.

If you are a new member requesting moorage you will need to fill out a moorage

request “ REQUEST FOR NEW MOORAGE”

As last year, this year we will have EYC stickers for all watercraft that do not need an OR number. So if you do not have OR numbers on your watercraft (paddleboards, Kayaks, and/or canoes) then you will need to contact me and get an moorage sticker. It will be an EYC burgee with a number in the center it will need to be affix to the watercraft on the bow on top or on the starboard side at the bow. If a watercraft does not have a moorage sticker and the Port Captain finds said watercraft he will lock it up and then you will need to deal with ME to retrieve your board, boat, or whatever. And remember that I may not be at the club when you would like to use your watercraft and if on a motorcycle trip it maybe a day or more before I get back.

Please use the request for new moorage form for an EYC sticker You may wish to check your traps and covers. I know that my top cover had peeled off when I checked it at the end of January. And it was on the lee-side of the boat. So check your covers and do not be depressed this spring when you go to launch your boat and it look like it had sunk on shore and the mosquitoes have turn it into their private nursery, or the mold is so thick that you need to fill out an EPA form for destruction of a habitat.

Moorage: Get your moorage request form filled out and back to me. You will find at this address: https://www.eugeneyyachtclub.org/member-moorage/

They are due by the 19 th of March – file early and avoid the rush. If you did not pay for your wet moorage but only for storage last year you will see that your moorage spot will be row J this is if you use the moorage map on the website. If this is the case you will need to complete a moorage request form and you will be added to the list of new moorage for this year. If you are a new member requesting moorage you will need to file out a moorage request form for new moorage.

We have EYC stickers for all watercraft that do not need and OR number. It was no problem tracking the 2 or 3 that use to use the club and had moorage spots. But with the number increasing we have come up with a way for the poor port captain to track moorage. So if you do not have OR numbers on your watercraft (paddleboards, Kayaks, and/or canoes) then you will need to contact me and get an moorage sticker. It will be an EYC burgee with a number in the center it will need to be affix to the watercraft on the bow on top or on the starboard side at the bow.
